Project Manager/Business Analyst

Location: Albany, NY

Description:  Seeking a Project Manager/Business Analyst to assist with project management, stakeholder communications, and requirements definition for various aspects of a client’s new educational data portal.  Must interact with key project stakeholders and vendors, identify user goals, communicate requirements, identify organizational strengths and weaknesses, and suggest areas of improvement.  Must also support project tracking including:  the development and monitoring of success metrics; definition of acceptance criteria; facilitation of team meetings; and development of risk-mitigation strategies and corrective actions.  Must hold a bachelor’s degree and have at least 10 years of experience in project management, product development, performance evaluation, systems analysis, business process improvement, data systems management, or a related area.  PMP or PgMP certification is also required.  Experience with Rally, SharePoint, Agile environments, JAVA, .NET, SAML 2.0 or SIF 3.0 is desirable.  Also desirable is experience as a K-12 school educator, administrator, or state agency education technologist, or any experience with K-12 reform or technology initiatives.

Project Manager – Enterprise Security

NYSTEC is searching for a seasoned Project Manager to serve in our Albany office.  The ideal candidate will be a strong leader responsible for planning, coordinating and directing multiple enterprise-security projects within New York State government. You will be responsible for the preparation of proposals and presentations, and represent NYSTEC as the primary contact with the client.  Requirements include a bachelor’s degree in engineering or information technology and information-systems expertise with domain experience.  Must also have a minimum of 10 years of professional experience including 3 to 5 years focused on enterprise security, as well as project-management experience focused on enterprise security.  Must possess strong written and verbal communication skills including ability to manage teams and client relationships.  Project Management Professional (PMP) certification required. Preference will be given to candidates with prior systems-technology experience within New York State government.

Compliance Analyst

Seeking an entry-level Compliance Analyst to assist a government client with a healthcare program.  This individual will assist in reviewing program payments to healthcare providers.  This includes assisting auditors with risk assessments and post-payment desk audits; communicating with providers to request appropriate documents; developing status reports; and additional tasks as defined by program leadership. A bachelor’s degree in accounting or computer science is preferred. Up to two years of compliance-analysis experience is desired but not mandatory. Good analytical, research, communication and writing skills are necessary, as well as a familiarity with the Microsoft Office suite.  This position will be based in Albany.

Security Practice – Business Analyst III

An opening exists for a Business Analyst with experience in the acquisition, implementation, and testing of enterprise-wide client systems. This position will provide software quality-assurance analysis and support for the specification, development, implementation, and testing of systems to meet client needs. The Business Analyst will work with clients to assess their processes and software; define requirements; suggest, document, and help implement processes, solutions, and testing; serve as liaison and facilitator between business units; and generate and deliver needed documents for requirements, use cases, GUIs, screen and interface designs, and system-architecture diagrams.  Candidate must have 5 years of experience leading requirements development and analysis, and a Bachelor’s degree in a related field such as computer science or business. The work will primarily take place in Albany but the position could involve some travel to New York City or elsewhere.

Network Consultant (Engineer II)

Seeking a Network Consultant to provide systems-engineering and network-technology expertise and support in the analysis, specification, development and implementation (e.g., Project Monitoring and Quality Assurance) of enterprise-wide network systems for government clients.  This position will work directly with clients and users to help facilitate requirements gathering, needs analysis, and evaluation of network technologies.  Must be familiar with a broad range of network technologies (including IT applications, IP technologies and tools, LANs/WANS, network and wireless protocols, and data center infrastructure) and have strong team-building, documentation and organizational skills. At minimum, 3 – 5 years of experience and a Bachelor’s degree in a technical major are required.  The position involves regular weekly travel to New York City.

Business Analyst II

Seeking an experienced Business Analyst with 3 – 5 years Business Analyst experience and a B.S. in Computer Science or related technical field. The Business Analyst will assist facilitating and participating in internal and external work sessions as well as stakeholder feedback, analyzing requirements, and assisting in the creation of functional specifications, user scenarios, and process flow diagrams. The position will also be expected to develop necessary supporting documentation and training materials, and be involved in program application reviews. The Business Analyst must have an understanding of the software development life cycle and foster communication between technical and non-technical audiences ensuring solutions fulfill the business needs and maintain program integrity.  This position will be based in Albany.

Network Infrastructure Engineer (Engineer I)

The Network Infrastructure Engineer assists in the planning and deployment of core network infrastructure for NYSTEC clients.  This position works with the NYSTEC network team to ensure that planning and deployment are performed in a manner that is standards-based, high quality, and on schedule.  This position assists the team with the planning and installation-oversight of hardware and associated infrastructure (floor plans, equipment racks, cable racks, HVAC systems, cabling systems, etc.).  This position requires familiarity with a broad range of network technologies, strong team-building skills and good documentation and organizational abilities. A bachelor’s degree in an IT-related field (computer science, telecommunications) required.  One to three years related work experience (internships or coursework). Knowledge and/or management of: LAN/WANs (Local/Wide Area Networks); LAN/WAN protocols; optical network equipment; data center physical infrastructure, electrical, HVAC, cabling.
